Terms of Service

These Terms of Service ("Terms") govern your use of the Beacon Notary & Mobile Testing Services ("Beacon," "we," "us," or "our") website and services, including mobile notary, apostille facilitation, document support, I-9 authorized representative services, fingerprinting services, mobile specimen collection, DNA collection coordination, and Poconos elopement and ceremony services. By requesting or using our services, you agree to these Terms.
1. Nature of Services
Beacon is a mobile administrative and coordination business. We are not a law firm, government agency, healthcare provider, laboratory, or wedding officiant. We do not provide legal, medical, immigration, tax, or financial advice, and we do not issue apostilles, marriage licenses, or laboratory results.
2. Notary Services
Notarial acts are performed by a Pennsylvania Commissioned Notary Public in accordance with the Revised Uniform Law on Notarial Acts and applicable Pennsylvania law. Signers must appear in person, present valid government-issued photo identification, be willing and aware, and communicate directly with the notary. A notary cannot select the type of notarial act, choose legal wording, draft legal documents, or provide legal advice.
3. Apostille Facilitation
Apostilles are issued by the appropriate state or federal government authority. We provide intake review, checklists, notarization coordination, submission preparation, mailing coordination, and return coordination. We do not guarantee turnaround time, acceptance by any foreign authority, or the outcome of any apostille request.
4. Document Support
Document support includes printing, scanning, copying, pickup, delivery, mailing coordination, organization, and appointment preparation. We do not create, complete, or interpret legal documents on behalf of customers.
5. I-9 Authorized Representative Services
When authorized by an employer, we may act as the employer's authorized representative to review and complete Section 2 of Form I-9. Employers remain fully responsible for I-9 compliance, recordkeeping, and the accuracy of the completed form. We do not make employment eligibility determinations.
6. Fingerprinting Services
Fingerprinting services are provided in accordance with applicable program requirements. We do not process background checks, adjudicate results, or determine eligibility for any license, employment, or clearance.
7. Mobile Specimen Collection and DNA Coordination
DOT and non-DOT urine specimen collection and DNA cheek-swab collection are performed in accordance with applicable chain-of- custody requirements. Beacon does not independently perform laboratory testing, medical review, or provide test results. Laboratory analysis, result reporting, medical review officer services, and legal admissibility are handled by the applicable authorized laboratory, consortium, third-party administrator, medical review officer, or testing program.
8. Poconos Elopement and Ceremony Services
Beacon provides nonlegal ceremony coordination, personalized script writing, day-of facilitation, and Poconos location research for self-uniting Pennsylvania marriages. Beacon is not a wedding officiant and does not marry couples. Beacon does not issue marriage licenses, guarantee marriage-license approval, guarantee venue access or permits, guarantee weather conditions, or guarantee government acceptance of any marriage document. Couples are solely responsible for obtaining the correct marriage license, confirming witnesses, and complying with all legal, venue, and location requirements.
9. Customer Responsibilities
- Provide accurate and complete information at the time of booking.
- Bring valid identification and unsigned documents to appointments.
- Confirm document, witness, venue, and program requirements independently.
- Comply with all applicable federal, state, and local laws.
10. Fees and Payment
Fees are quoted based on service type, travel distance, appointment time, and requested add-ons. Final pricing may depend on venue access, wait time, additional signers, and other factors. Payment is due upon completion of service unless otherwise agreed in writing. Beacon does not charge more than the maximum notarial act fees allowed by Pennsylvania law; travel, coordination, and administrative fees are separate.
11. Cancellations and Refunds
Cancellations, rescheduling, and refunds are governed by our Cancellation, Rescheduling and Refund Policy, which is incorporated into these Terms by reference.
12. Disclaimers
Services are provided on an "as-is" basis. Beacon disclaims all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, and non-infringement, to the fullest extent permitted by law.
13. Limitation of Liability
To the maximum extent permitted by law, Beacon's total liability for any claim arising out of or related to our services will not exceed the amount you paid to Beacon for the specific service giving rise to the claim. Beacon is not liable for indirect, incidental, special, consequential, or punitive damages.
14. Indemnification
You agree to indemnify and hold Beacon harmless from any claims, losses, or expenses arising from your misuse of our services, violation of these Terms, or violation of any law.
15. Governing Law
These Terms are governed by the laws of the Commonwealth of Pennsylvania, without regard to conflict-of-law principles. Venue for any dispute will lie in the courts located in Monroe County, Pennsylvania.
16. Changes to These Terms
We may update these Terms from time to time. Continued use of our services after changes are posted constitutes acceptance of the updated Terms.
